As punishment for its ongoing invasion of Ukraine, the EU is clamping down on Russian fuel.

This past weekend, as part of a two-pronged effort to punish Russia for its ongoing invasion of Ukraine and reduce their dependency on its energy, the European Union officially enacted a ban on all Russian fuel imports.
